On Android & iOS (YouTube App)
1] Play a video on the YouTube app on your phone.
2] Tap the three dots on the top-right corner.
3] Click on Playback Speed. Select the speed at which you would like to play the video.
On Computer (YouTube Web)
1] Play a video on the YouTube web. Hover your mouse over the playback screen.
2] Hit the Gear icon at the bottom right corner.
3] Click on Speed and set your preferred playback speed for the video.
As of now, you can select between 0.25x, 0.5x, 0.75x, followed by 1.25x, 1.5x, and 2x speeds.
